U.S. President-elect Donald Trump has announced his decision to appoint tech mogul Elon Musk and former Republican presidential candidate Vivek Ramaswamy to head a newly proposed Department of Government Efficiency. This new department is part of Trump’s plan to overhaul federal operations, focusing on eliminating bureaucracy, reducing unnecessary regulations, cutting wasteful spending, and reimagining the structure of U.S. government agencies. The department is expected to begin operations upon Trump’s return to the White House, with a goal of completing its work by July 4, 2026, marking the 250th anniversary of the signing of the Declaration of Independence.
Trump emphasized in a statement that the new department’s mission would be to tackle the massive inefficiencies within the federal government, particularly in the context of its $6.5 trillion annual expenditure. “A smaller Government, with more efficiency and less bureaucracy, will be the perfect gift to America,” he remarked, outlining his vision for a more streamlined and effective federal structure.
A Campaign Pledge Inspired by Musk
The proposal to establish the Department of Government Efficiency appears to have stemmed from a discussion between Trump and Musk during the 2024 campaign. In August 2023, Trump and Musk held a two-hour live broadcast on Musk’s social media platform, X (formerly Twitter), where Musk suggested forming a commission to address government waste. Trump responded enthusiastically, calling Musk “the greatest cutter” and expressing a need for someone with Musk’s capabilities to help drive the reforms.
During his campaign, Trump revisited this idea, committing to create a commission that would audit the entire federal government’s financial and operational structure, identifying areas for drastic reform. However, the specifics of how the new department will operate remain unclear, although it is expected that Musk and Ramaswamy will provide guidance and advice from outside the government, rather than managing the day-to-day functions of the department.
Musk and Ramaswamy: Loyal Supporters Rewarded
Trump’s selection of Musk and Ramaswamy to lead the new department serves to reward two of his most prominent supporters. Musk, the founder of Tesla, SpaceX, and owner of X, has been a vocal backer of Trump, publicly endorsing him and donating substantial sums to his election campaign. In addition to his financial support, Musk made a public appearance with Trump at a rally in Butler, Pennsylvania, after Trump survived an assassination attempt. Musk’s endorsement continued after Trump’s victory in the 2024 election, with the billionaire frequently visiting Trump at his Mar-a-Lago estate.
Ramaswamy, founder of a pharmaceutical company, had also contested the Republican nomination for president in 2024 but dropped out after finishing fourth in the Iowa caucus. He immediately endorsed Trump after suspending his campaign.
Aiming for Structural Change
Since his 2016 presidential campaign, Trump has repeatedly vowed to “drain the swamp” and shrink the size of the federal government. He has already promised to eliminate the Department of Education in his second term, signaling that further cuts to government functions will follow. The creation of the Department of Government Efficiency, according to Trump, will bring about “drastic change” by introducing a new, entrepreneurial approach to governing, with a focus on massive structural reforms.
Musk, who has been vocal about government inefficiencies, suggested that if given the authority to review federal programs, he could identify savings amounting to over $2 trillion—an amount roughly equal to a third of the U.S. government’s annual spending.
Trump has drawn comparisons between the proposed department and the U.S. government’s World War II-era Manhattan Project, which led to the development of the atomic bomb. “It will become, potentially, ‘The Manhattan Project’ of our time,” Trump said in a statement on Tuesday.
Musk’s Statement
Musk also celebrated the department’s imminent formation, stating, “This will send shockwaves through the system, and anyone involved in Government waste, which is a lot of people!” He emphasized that this new initiative could lead to significant changes and cutbacks in how the U.S. government operates.
Through this bold new department, Trump and his appointees hope to create a more efficient and responsive government while rewarding loyal supporters like Musk and Ramaswamy for their ongoing advocacy.
