The revision lowers the threshold for Russia to potentially use nuclear weapons, with Kremlin spokesperson Dmitry Peskov highlighting that Russia reserves the right to deploy nuclear weapons if attacked with conventional arms, including in the case of an attack on Belarus. The change reflects heightened concerns over Ukraine’s use of long-range U.S. weapons, which Moscow sees as a dangerous escalation in the ongoing conflict.
